Is it the same car? Hard to tell. Scuttle has changed, and blue car has front brakes...

No, it is no the same car. The T13/R is chassis BC017 with the engine 758, ex-2386. I have a nearly identical photo which Zeuner sent to me as I had expressed some interest in a T13 at the time. According to the 2000 British Bugatti Register, the car went to Japan in 1991.

A “replica” type 13 with “Brescia Course” bodywork and an engine numbered 758 from car 2386 assembled by Wolfgang Zeuner in the UK. It was issued with its UK BOC identity on 30th September, 1984. Around 1991 it was exported from UK to Japan. In 2006 the car was listed in “The Brescia Bugatti” in the ownership of M. Sakaguchi with an asterisk against its entry indicating that the information supplied by the then owner had been significantly changed by Bob King, the author.

A type 23 with an invoice dated January, 1925 sold by agents “Societe Transport” of Kehl. In the UK it has passed throught the hands of Lyford, George, Hutchings, Zeuner, Moore, Reid, Brock and Dutton and has been owned since 1999 by Sudjic in Scotland. It was used in competition by Hutchins, Zeuner and Malcolm Reid with Prescott long course times of 69.57, 68.88 (Sep. 1962) and 80.74 (June 1969) respectively. It has carried the reg. no. WMD 445 since 1951and has been fitted with a twin magneto engine with no. 742 from car 2383. It was shortened to 2m chassis length and fitted with a dog-cart body by Ivan Dutton who gave it the nick-name Geronimo. Photo British Bugatti Register 2000, p. 24. (See also “Bugantics” 32/4/26).
