Indeed a Bugatti type 57 Ventoux. I do not know the chassis number (with the number you can look up the car at www.bugattiregister.com) but I am sure another member will give you the number.

the "45" sticker looks like a Monterey Historic event sticker from 2003.

Below is a copy of the sticker on my car. Note the resemblance....



It reads, "American Bugatti Club, Monterey 2003"
