Eaglesfild's book was made up of forms returned to him by owners.
You would assume that Mr. Smith would at the very least know the registration number of the car in his garage ?????

BUT I think that Mr. Eaglesfield, or his secretary, probably introduced a few mistakes into the book.

A handwritten 5 can easily be mistaken for a handwritten 6.
