Actually I must disagree with the comments in the picture. What is called "paper carbon fiber" (referring to the films one could use to "carbonise" telephones, razors, paint strippers and much more) actually IS carbon fiber, but from a different source:

Carbon fiber is a bundle of fibers, and the production process is such, that a production line can only produce bundles of a specific size.
Commercially available sizes are 3K (3000 strands in a bundle), 6K, 12K and up. (24, 64)
The last years there has been a huge demand for 3K fibers. These are the fibers that make the nice looking, dense carbon look, that is so well known. (most of that fiber went into army-goods, and airplanes, like the Airbus A380).
So the commercial industry was left with hardly any supply of 3K fiber, while 12K was available. However, this 12K fiber, when woven, produces thick and heavy carbon cloth. Not suitable for visual aestatic purpose. a solution was found: by spreading the 12K to a wide and flat bundle, then weaving it, one could reach the weight of normal 3K fiber, and thus use 12K bundles for 3K applications. The only difference is that the appearance is "larger".
In fact, I have seen cloth that had 50x50mm "blocks" (instead of the normal 3K which is 2,5x2,5mm)

At this moment 3K supply is stabilising again.

Whether or not this car is a copy of a Pur Sang is to be seen. It is possible that some owner wanted the large stuff to be used, as it looks different than normal carbon optic. (and you buy this car to be different, huh?). The fact that it has Pur Sang wheels might indicate that it is a real Pur Sang.

and if not, then we probably have the first Veyron which fakes a more "historic" history, just as happens so much with replica (classic) Bugattis...

I know a guy very well that works for SVAG in Los Gatos and you
can order the Pur Sang wheels as an option on a regular Veyron
if you like. But that carbon fiber print on that car is not a Pur sang. There are actually 6 pur sangs not 5. The one Don Wallace has/had was the proto type and that is why it had the standard Veyron wheels and not the "pur sang" pnes.

On a different note they just sold their all red one and it will remain here
in California.

Hello
I love the veyron and i really appreciate your replys but i can proof that the veyron pur sang can be ordered with normal rims. Please have a look this is the genuine pur sang which is availabel at Luxautica in Orlando so you can be sure that the pur sang is definitely availabel with normal rims if the costumer wants it
please have a look

I am 100% sure that http://www.forzacollezione.com/inventory/ bought his Reventon and his Pur Sang.
I can give you their phone number if you want to verify it. They Sold Reventon #1 for 2.7 million and sold Reventon #3 the Wallace car to SVAG and I know for a fact that his Pur Sang Proto Type is for sale. Im not sure if that other Veyron in the pic is his or not.
