Found an article in a newspaper archive of May 7, 1938:

A bicycle racer called Charles Pélissier was presented (it seems almost at the end of his career) a bicycle by Ettore Bugati (sic) for the Paris-Tours Bicycle race of May 8th, 1938. It seems at 35 he was still able to beat several of the younger competition.

The race was won by an Italian Rossi at 42,92 km/h average.
